Dr. Andrew Owen works with children and with adults. His areas of specialization include Attention Deficit/Hyperactivity Disorder (ADHD), Alcohol Use, Anger Management, Anxiety, Bipolar Disorder, Depression, Obsessive-Compulsive (OCD), Trauma and Posttraumatic Stress Disorder (PTSD), and Psychosis. Play therapy allows children to speak freely and safely through toys and play themes, while learning ways to regulate their emotions, thoughts, and behavior and to develop coping skills. TF-CBT is an evidenced based treatment to help children and adolescents recover after experiencing trauma.

I believe that mental health conditions can be compared to physical injuries. For example, when you sprain your ankle, you need to go to see a specialist. She/he will prescribe you some anti-inflammatory medications – maybe Ibuprofen and some Cortisone shots. Then you will need to attend physical therapy (PT). If you work hard during your PT appointments, your ankle will get better, and you will need less medication. The same can be said about mental health disorders. In the beginning you will need some psychiatric medications to help with emergent or severe problems but then psychotherapy will help you sustain and maintain a balance. I graduated with my bachelor’s degree from the University of Washington in 2000. I completed my master’s degree in counseling psychology from National University, Sacramento in 2012. I passed my Licensed Marriage and Family license in California, March of 2018 and am currently still licensed. I was issued a Washington state Licensed Marriage and Family license, May of 2023.
Through working for Monterey County Behavioral health six and a half years, I provided ongoing individual and group counseling services to clients ages 5 through 21. As a part of the Services to Education department, services were rendered through the California IEP (Individual Education Plan-special education departments across multiple districts). The clients served were highly at-risk and in programs that were the last step before being in danger of being placed out of the home environment, post 4-year high school/alternative high schools or in jail.
Mental health diagnoses I have experience with are depression, anxiety, autism spectrum disorder, ADHD, oppositional defiant disorder, conduct disorder, bipolar disorder, PTSD, Disruptive mood dysregulation disorder, gender dysmorphic disorder, borderline disorder, anorexia, and co-occurring substance use disorders.
Previous experience includes approximately four years working with adults of all ages with substance use disorders. These clients often had co-occurring mental health conditions and legal issues.

I established the Front Street Clinic nearly 28 years ago with the hope of bringing together, under one roof, a group of highly qualified associates who could offer a broad range of quality psychological, counseling and psychiatric treatment based on the best scientific evidence based models and research. I feel that the Front Street Clinic with offices in Poulsbo, Bainbridge Island, Silverdale and Seattle has realized that goal. My father used to say that psychologists are people whose heads are not screwed on straight and who are really trying to figure themselves out. Not really an original thought but clearly one that should have precluded me from ever considering Psychology as a profession. So after majoring in engineering, and in the spirit of adolescent rebellion, I promptly changed directions and returned to school to become a psychologist. Once again validating the wisdom of fathers. Upon completing my Doctorate degree I taught Psychology for the University of Maryland in the Far East for a number of years and I feel that it was there that my real education began. Introduced to cultures that had investigated the nature of consciousness and practiced self awareness for over 2500 years my perspectives were forever changed. With the belief that these practices held great promise for changing lives in ways that my academic education had never fully appreciated I returned to the United States in 1980 to begin my own practice. In the years that have passed I have found that the beliefs born of that cross cultural germination have been validated by the emergence of new models of psychotherapy that have since become mainstream in terms of their application to psychological and counseling practices in the West. Acceptance and Commitment Therapy, Mindfulness along with Cognitive Behavioral treatment are now taught at every major university and have, for over thirty years. provided the philosophical basis of my work. Joseph Campbell, the wonderful mythologist, once said; “If you would teach people how to live in this world you must teach them how to live in the joyful sorrow and sorrowful joy of life as it is”. It has been my privilege to support my patients in their journey of self understanding, even as they have challenged me, to remain mindful of my own.

I came to psychology by way of writing and literature, with a background in book editing. Understanding how people function and how we evolve is crucial in my work. My theoretical orientation is eclectic and works to identify with the patient what will best serve his or her needs. The therapy I engage in often has a relational/ psychodynamic component, incorporates family systems work and utilizes cognitive behavioral interventions/mindfulness-based treatments. What all this means is, though I have studied psychology for over a decade, I treat every individual or family I work with as unique: there is no cookie-cutter treatment. I believe that most symptoms of depression and anxiety are caused by negative self-thoughts, beliefs, and perceptions that we have learned over various experiences in our lives. These thoughts eventually become habitual. By using CBT, we will work together to first identify these thoughts and beliefs, the reasons for why we have come to think this way, and then challenge ourselves to learn new, more productive ways of thinking. Experience
During my undergraduate education I conducted research aimed at reducing campus suicide. During my graduate education I completed an 18-month clinical practicum and internship, working with adolescents at a residential treatment center in Spokane, WA. There I helped them heal from past negative experiences, while also helping them look into their future and identify goals for themselves. I went on to pass the National Counselor Exam and present a portfolio of my work to my faculty at Eastern Washington University.
After my graduate education, I returned to my home community and provided individual counseling for over two years at a local community mental health agency. When my supervisor was unavailable, I served as an interim supervisor; leading my peers make sound clinical decisions. While at the same agency, I also served as an on-call mental health professional at their crisis triage facility. At that facility I helped people stabilize from short- and long-term stressors, helped them establish long term medical and mental health care, and helped them make personal safety plans to empower them to persevere through their stressors. Lastly, in an effort to help doctors and patients better understand mental health, and its relationship to physical health; I provided brief mental health evaluations at a local medical office. Often these patients had never sought mental health treatment before and I had the honor of introducing them to various concepts and internal processes.
Throughout all of these experiences, I worked with individuals with co-occurring mental health and substance use disorders, and worked alongside a multidisciplinary treatment team, which helped me understand the presenting problems of the individuals I served from multiple perspectives and backgrounds.

Dr. Carol Specter, DNP, is a licensed Advanced Registered Nurse Practitioner and Board Certified with prescriptive authority. In Washington, ARNPs offering services must be licensed by the state. Licensing requirements include a minimum of a master’s degree from an accredited institution, specialized clinical training, passing a national written examination and meeting a state standard.
Master’s level and doctorate training in psychiatric nursing involves the study of behavioral sciences covering human development, learning, motivation, personality theory, and the social and biological bases of behavior, including pharmacology. In addition, a doctorate degree focuses on appraising and interpreting the latest clinical research. Clinical training is integrated into graduate education and includes a clinical internship of psychotherapy and medication management.
Dr. Specter received a doctorate degree from Fairfield University in Fairfield, Connecticut. She is ANCC Board Certified to provide services across the lifespan.
Dr. Specter served in the United States Navy from 2009-2013.
